Four years ago the Bank of Russia wanted to ban crypto outright. On November 17 it will do the opposite: let ordinary Russians buy Bitcoin, Ethereum and Tether's USDT through licensed brokers and exchanges. The list is short, the limits are strict, and the political subtext is hard to miss.
What exactly did the Bank of Russia approve?
The central bank has finalised the rules that let exchanges admit three assets to public trading for non-qualified investors: Bitcoin, Ether and USDT. From November 17, exchanges may list them, and retail investors can buy through brokers, asset managers or licensed crypto exchanges. Moscow Exchange plans to launch its own crypto trading in December, and the country's largest banks, Sberbank and VTB, are preparing access for their roughly 140 million banking clients. Financial institutions have until July 1, 2027 to align their infrastructure fully with the new framework.
The three coins were chosen because they cleared the regulator's liquidity and market-history thresholds. Nothing else did. First Deputy Governor Vladimir Chistyukhin has said there are no plans to extend the list for now.
How much can Russian retail investors actually buy?
Not much. Non-qualified investors face an annual purchase cap of 300,000 rubles, roughly 3,600 dollars. Sources differ on whether the cap applies per intermediary or per asset, but either way this is a sandbox, not a free market. Qualified investors, by contrast, can trade any cryptocurrency on exchange or over the counter without a limit.

The regulator's own estimate is that retail makes up around 98 percent of market participants. The cap is designed to pull that crowd away from unmonitored peer-to-peer channels and into supervised ones, where every ruble can be tracked.
Why is XRP not on the list?
Because the central bank's criteria are liquidity and track record on regulated venues, not market cap. XRP, despite its size and its institutional use inside Russia, did not meet them. Qualified investors can still trade it through Moscow Exchange products; the general public cannot. For a token that has built much of its narrative on bank adoption, being left out by one of the world's most bank-centric crypto frameworks is an awkward headline.
What does this mean for USDT and Tether?
This is the most interesting part. A dollar stablecoin issued by a company that complies with US sanctions is now the only stablecoin a Russian retail investor may legally buy. At the same time, Tether has frozen millions in USDT linked to sanctioned Russian exchanges. Russia gets a liquid dollar instrument for domestic investors; Tether gets a market it cannot openly serve. Expect this tension to produce headlines well beyond November 17.

Does Russia's move matter for Bitcoin price?
Short term, barely. A 3,600 dollar annual cap on a population of retail investors is not the kind of flow that moves a 1.5 trillion dollar asset. Longer term, the signal matters more than the volume: a G20 central bank that called crypto a threat to financial stability in 2022 now builds regulated rails for it.
